Who Counts as a First-Time Buyer for Louisiana First-Time Homebuyer Assistance?

This is where most of the confusion happens. Louisiana first-time homebuyer assistance uses a specific definition of “first-time buyer,” and you can meet it in more than one way. You qualify if any of the following is true:

  • You have had no ownership interest in a principal residence, and neither has your spouse, during the 3-year period ending on the date you purchase your new home.
  • You are a single parent who has only ever owned a home together with a former spouse while you were married to them.
  • You are a displaced homemaker who has only ever owned a home together with a spouse.
  • You are purchasing a home in a HUD-defined Targeted area, which waives the first-time buyer requirement entirely.

In practice, that means a divorced parent, a widow or widower who has been out of homeownership for three years, or a buyer targeting the right parish can often qualify for Louisiana first-time homebuyer assistance even though they technically owned property before. Do not assume you are excluded until someone has actually run your specific situation against these four paths.

Income Limits for Louisiana First-Time Homebuyer Assistance

Eligibility for Louisiana first-time homebuyer assistance also depends on your household income relative to the Area Median Income, or AMI, for your parish. The limits are:

  • 140% AMI for purchases in Targeted areas.
  • 115% AMI for purchases in Non-Targeted areas.
  • 80% AMI for all conventional first mortgage loans, regardless of area.

Your household income is projected annually to determine your qualifying income for compliance purposes, and grossed-up non-taxable income is not used in that calculation.   • Eligible first mortgages: FHA, VA, USDA Rural Development, Fannie Mae, or Freddie Mac loans. FHA 203(h) loans are not eligible, and every file must receive an Approved/Eligible finding through automated underwriting; manual underwrites are not permitted.

  • Property type: one-unit primary residences and townhouses located anywhere in Louisiana. Duplexes, condos, manufactured or mobile homes, vacation and second homes, timeshares, and working farms are not eligible.

You will need a legally binding purchase agreement in hand before you can apply, since the application must be submitted together with that agreement to an LHC-approved lender. Properties generally need to be essentially move-in ready at the time the purchase agreement is signed.
